For this question I am wondering why a lack in transcription would not also decrease the translation. If there was a loss of transcription then a lot less mRNA would be created and therefore less translation could occur.

    Your overall logic is correct - if you repress transcription, then you will have less overall translation because there's less RNA present. However, you want to evaluate the wording here - it's saying that translation is repressed, which indicates that there's some method of regulating translation, like a mutation to the UTR region that's inhibiting the recruitment of ribosomes. Do you see how that differs from what's going on in this situation?
